40', four 15', and five 30' spans and could not possibly have
been built for the money allowed by Mr. Bruce in a Colony like
this where rates for masonry are nearly as high as in England.
Mr. Bruce's permanent way estimate was
about right as far as the rate per mile was concerned, but he
did not allow nearly enough siding accommodation for Kowloon.
The allowance of 2 miles would hardly
be sufficient to hold all the rolling stock and keep the main
line free for traffic.
Survey.
Taking my estimate under Main Heads.
The $45,000 includes the cost of Mr.
Bruce's party as well as the cost of the realignment round the
coast between Tai Wai River and the big cutting beyond Taipo
mentioned in paragraph 27 of my General Letter No. 22 dated
25th January, 1907. The alignment round the coast required
very careful setting out so as to have the minimum amount of
tunnel with the minimum amount of Bank in the sea exposed to
typhoons. After several lines had been laid out I decided on the
present one as the most economical.
Land.
Government Crown Land is being given
free and the amount shown in the estimate is the cost of land
bought from private owners.
There are 3 heavy items namely Kowloon
Inland Lot No. 652 for $47,000. This Lot had to be bought as
communication was cut off by the Railway due to the diversion
of Des Voeux and Gascoigne Roads.
The Line ran through the Slaughter
House and Cattle Depot and the $18,000 is the estimate of the
Honourable Director of Public Works for rebuilding same on
another site.
Farm Lot No. 4 for which $22,000 was
paid was some land between chain 9,400 and chain 9,661 the
compensation for which had to go up to arbitration.
